Therefore, understanding the current political landscape requires comprehending the positions of the various actors and their impact on the future of the Somali state.

First : The federal government between the end of its term and the continuation of state administration

The federal government faces an exceptional political reality: continuing to manage state affairs amidst political and constitutional debate surrounding the current phase and the mechanisms for transitioning to new elections. The government maintains that the continuity of institutions is essential for preserving state stability and preventing a constitutional vacuum that could negatively impact security and governance. Meanwhile, opposition groups and some states believe that resolving the crisis requires a comprehensive political consensus that ensures the participation of all stakeholders.

At the same time, the government was able to maintain its presence in central institutions, continue cooperation with international partners, and manage security and economic files, but this did not succeed in ending disputes with a number of states, which made the political scene characterized by a state of polarization between the center and the regions.
